Sheriff’s Office and Law Enforcement Partners Arrest Human Trafficking Suspect

Conroe, April 6 – The Montgomery County Sheriff’s Office (MCSO), Organized Crime Unit, recently completed a five-month long investigation which led to the arrest of Juwan Davis for “Trafficking of Persons”.  Davis allegedly recruited both juveniles and adults from the Montgomery County area and forced them into a life of prostitution.

On April 6, 2018, the MCSO Organized Crime Unit and Homeland Security Investigations were able to locate Davis in the Houston area where he was taken into custody with the assistance of the Houston Police Department, Midwest Crime Suppression Unit without incident.  Following Davis’ arrest, multiple search warrants were executed within the Houston and Harris County area related to this crime.  The investigation is still on-going as there is still potential for locating additional victims.

The Montgomery County Sheriff’s Office, Homeland Security Investigations, and the Houston Police Department conducted the investigation as part of Human Trafficking Rescue Alliance (HTRA). Established in 2004, the United States Attorney’s office in Houston formed the HTRA to combine resources with federal, state and local law enforcement agencies and prosecutors, as well as non-governmental service organizations to target human traffickers while providing necessary services to those that the traffickers victimized.

Since its inception, HTRA has been recognized as a national model in identifying and assisting victims of human trafficking and prosecuting those engaged in trafficking offenses. In 2016, the Human Trafficking Rescue Alliance received $1.5 million in federal funds from the Bureau of Justice Assistance and the Office for Victims of Crime through the Enhanced Collaborative Model Anti-Human Trafficking Task Force Program, which provides funding to investigate and prosecute cases of human trafficking and provide services to victims”.
