Precinct 3 Montgomery County Commissioner Noack sounds alarm to the citizens, while lame duck Doyal (defeated County Judge) LIES as he prepares to steal $5 million general fund tax dollars for TX 249 Tollway!

Image: Precinct 3 Montgomery County Commissioner James Noack took to the airwaves (through robocalls) and cyberspace (through eblasts) to sound the alarm that lame duck Montgomery County Judge Craig Doyal and Precinct 2 County Commissioner Charlie Riley intend to plunder the taxpayers’ general fund in the amount of $5 million during the Tuesday, April 24, 2018, 9:30 a.m., Commissioners Court meeting in order to manipulate the construction contract to try to block a citizen petition calling for a referendum to block the TX 249 Tollway, the 3 mile $76 million to $129 million boondoggle, also known as the Decimation of Hope Highway.

Conroe, April 24 – “THE CRONIES ARE COMING!!! THE CRONIES ARE COMING!!! THE CRONIES ARE COMING!!!” Precinct 3 Montgomery County Commissioner James Noack sounded the alarms on Monday, April 23, 2018, to warn Montgomery County citizens that lame duck Montgomery County Judge Craig Doyal and Precinct 2 County Commissioner Charlie Riley intend to plunder the taxpayers’ general fund in the amount of $5 million during the Tuesday, April 24, 2018, 9:30 a.m., Commissioners Court meeting in order to manipulate the construction contract to try to block a citizen petition calling for a referendum to block the TX 249 Tollway, the 3 mile $76 million to $129 million boondoggle, also known as the Decimation of Hope Highway.

Precinct 3 Montgomery County Commissioner James Noack.

Noack unleashed over twenty thousand (20,000) robocalls urging citizens to contact Doyal, Riley, and others to oppose the TX 249 Tollway and the $5 million general fund expenditure they intend during the April 24 Commissioners Court meeting. Noack also released an e-blast, which public relations guru Paul Lazzarro helped him distribute:

“Montgomery County needs the support of the Media to stop lame duck defeated County Judge Doyal from ripping us off!!!

“Montgomery County Commissioners Court is preparing to vote tomorrow to spend $5 million of your property tax dollars to continue to develop the 249 Toll Road.  The toll road will ultimately cost more than $60 million.  They plan to do this without any input from the citizens and without any public vote.

“In the March 6 Republican Party Primary, you voted on Proposition 2 which read:

“No governmental entity should ever construct or fund construction of toll roads without voter approval.”

“An astonishing 91.27% of Montgomery County voters said “YES”.

“I have fought the 249 Toll Road at every turn.  I need your help.

“ATTEND COMMISSIONERS COURT MEETING and tell the Court you want a public vote before they vote to build toll roads in our county.

“Date: Tuesday, April 24

“Time: 9:30am

“Place:  Sadler Commissioner Court Building | 501 N Thompson 4Fl, Conroe TX

“EMAIL the Judge and tell him you want them to hold a public vote before they build toll roads in our county.

“Judge Doyal (james.fredricks@mctx.org)

“CALL the Judge and tell him you want them to hold a public vote before they build toll roads in our county. Judge Doyle 936-539-7812

“Sincerely, James Noack.”

Meanwhile, Doyal issued a press release in which Doyal lied about receiving a “letter” from Texas Department of Transportation Executive Director James Bass. In fact, the so-called “letter” is merely a press release that TxDOT issued four days ago to the media.

Here’s the media release:
If that looks familiar, that’s because The Golden Hammer ran that screen shot in an article on April 19: “TxDOT Admits Possibility That TX 249 Might Not Be A Tollroad, But The Message Had A Funny History First,” The Golden Hammer, April 19, 2018.
Here’s the first two paragraphs of Doyal’s pitiful press release:
“FOR IMMEDIATE RELEASE April 23, 2018
“Conroe, TX — According to a letter from TxDOT Executive Director James Bass to County Judge Craig Doyal Monday, if the county fails to meet its contractual obligation to build 249 as a toll road, the project would be “unfunded.” According to the letter ‘Should the county decide not to deliver their portion as a toll road, the option of delivering a toll road would then come before the Texas Transportation Commission. If the Commission were to elect to not deliver the project as a toll road the project would be unfunded and would need to go through the normal project funding process which would begin at the MPO level where it would compete against other unfunded highway needs.'”
What’s even more significant, however, is that TxDOT Director Bass did make clear in his April 23, 2018, letter that $56 million of funds will still be available to Montgomery County through the pass-through toll program, even though Doyal and Riley have repeatedly stated that there are no remaining funds that the County will receive through the pass-through toll program.
