Mostly lumps of coal but one gem in Montgomery County Commissioners Court December 12 meeting agenda

Conroe, December 12 – The meeting of the Montgomery County Commissioners Court on Tuesday, December 12, 2017, will mostly bring lumps of coal to the stockings of the County’s taxpayers, who are already breaking under the massive tax increases the County government has levied through historically high government spending and massive Appraisal District-led tax hikes. There’s really only one gem on the entire Commissioners Court agenda, which the majority of the strongly-left-leading Commissioners Court will likely vote down.

Eight lumps of coal

As always, the spending of the Commissioners Court has no control, no checks, and certainly no oversight. The Commissioners Court is spending more than $14 million in this one session.

Davenport-Mette failed JP collection program

The County government is paying Graves Humphries Stahl law firm $30,861.43 for the terrible job they’re doing collection fees and fines of the four Justice of the Peace courts that utilize their services. The County loses millions of dollars as a result of the terrible collections. One JP, Edie Connelly, refuses to use them. Look at the results of her Court in comparison to the four others.

Why does the County government continue to lose millions of dollars on those four courts? Because corrupt local political boss Marc Davenport and his arrogant puppet, JP James Metts, demand that the County continue to do so. They continue to bully County Judge Craig Doyal to go along with them.

Terri Jaggers money flow

Terri Jaggers makes money coming and going off of parental terminations and adoptions. She’s the head of the County’s “Child Welfare” Department and its $112,500 budget. Her son gets cushy DJ jobs for the Child Welfare Department’s Christmas party and other social events related to adoption “services.”

Jaggers’ husband gets paid $1,200 per child for each CPS adoption he handles.

In the Commissioners Court, the Jaggers’ “non-profit organization,” named Orphan Care Solutions will receive a $5,500 payment out of the “Child Welfare” budget which Jaggers supposedly oversees.

How is that not a conflict of interest?!

Halff Associates

Everyone someone turns in exploring budget expenditures, you’ll find payments to Halff Associates, Inc., the controversial engineering firm of Bobby Jack Adams, the best friend and business partner of Craig Doyal. Doyal obviously shouldn’t even vote on those expenditures, but the law never seems to bother Doyal much.

The payment this time to Halff is out of the Precinct 1 Commissioners Budget and it’s for $45,100.

Decimation of Hope Highway, also known as $73 million, 3.6 mile, Tx-249 Tollway

The Decimation of Hope Highway, also known as the $73 million, 3.6 mile, Tx-249 Tollway, continues to bleed money out of Montgomery County taxpayers. The payment this week is $2,576.73 to Linebarger Goggan law firm.

A small budget amendment but illustrative of secrecy in Montgomery County government

Just read the entirety of the information upon which the members of the Commissioners Court will relay to amend the County Auditor’s Budget by $691.51 on an “emergency” basis as a “grave, public necessity”:

Don’t worry; none of the County Judge or Commissioners have any idea what it means either.

“Emergency” budget amendments

Since the Commissioners Court so hastily passed the largest governmental expenditure budget in the history of Montgomery County on September 5, by a 4 to 1 vote (Clark voted “no”), they’ve had to go back and clean up the budget. It’s a mess. There are $5,630,885.40 of budget amendments. The members of the Commissioners Court don’t have any idea what the amendments are, just like they didn’t know what the budget contained either.

Craig Doyal’s immigration problem

Doyal wants to designate 2301 Rayford Road in Spring and 20130 U.S. 59 in New Caney as areas which should receive subsidies under the controversial federal EB-5 immigration program which allows mostly Chinese investors to bring family members into the United States without compliance with federal immigration laws. While President Trump seeks to enforce border protections, Doyal wants to make Montgomery County open to some of the worst gangsters alive in the world today. Doyal claims that the unemployment rate is 7.5% to get the subsidies.

$25,000 for a new office space within the County Auditor’s Office

County Auditor Phyllis Martin certainly knows how to enjoy the perquisites of the taxpayers’ money. The Commissioners Court will approve an expenditure of $25,000 for an “implementation space” for the County’s new enterprise resource planning computer program. Martin’s office has far too much space as it is. She doesn’t need more tax dollars.

One gem on the agenda

Under Agenda Item 19A1, Precinct 4 County Commissioner Jim Clark has revealed he’s the only member of the Commissioners Court with the courage to amend the terrible adoption proclamations Doyal tricked the Court to pass on November 14 in which the five-member Commissioners Court endorsed transgender adoptions of children.

Don’t be surprised if Doyal, Precinct 2 County Commissioner Charlie Riley, or Precinct 1 County Commissioner Mike Meador try some procedural maneuver to keep their beloved transgender adoptions as an anti-family social policy the Commissioners Court continues to support.
