Conroe, July 17 – The officers of the Montgomery County Republican Party extended the olive branch of peace to rogue County GOP Chairman Wally Wilkerson yesterday, but Wilkerson continues to appear to ignore them. GOP Vice Chairman Reagan Reed, Secretary Rachel Bingham, Treasurer John Wertz, and Steering Committee members Jon Bouche and Brian Crumby sent an email to Wilkerson informing him of the Republican Party Rules and specifically of the ruling of State Party Chairman James Dickey who determined that Wilkerson’s most recent interpretation of the Party Rules is incorrect. The tone of Reed’s and his team’s email, however, was very friendly and contained a clear focus that the Republican Party leadership wants to unify to organize a strong General Election campaign for the November 6, 2018, General Election.
On Friday, July 13, Wilkerson tried to take the position that adoption of the new Bylaws at the June 26, 2018, organizational meeting of the County GOP Executive Committee (“CEC”) required a 2/3 vote to adopt. The next day, July 14, Dickey overruled that position and made clear that Party Rules only require a majority to adopt the Bylaws at the biennial organizational meeting of the CEC. Wilkerson himself ruled that adoption only required a simple majority when Wilkerson served as presiding officer at the June 26 meeting, although crazed with power anger Wilkerson has taken a different position recently.
Wilkerson has not responded to Dickey or to Reed’s attempts to communicate with Wilkerson. Wilkerson has not returned telephone calls and attempts to communicate with him from this newspaper. Wilkerson has locked the Republican Party Headquarters for approximately ten days and changed the locks on the doors so that other Republican organizations are unable to use the Party’s office.
Montgomery County Republican Party Steering Committee member Jon Bouche gave an exclusive interview to The Golden Hammer yesterday afternoon and said, “We are trying to unite the party and get moving in preparation for the November election and the truth is important to achieving that purpose. Dr. Wilkerson continues to spread misinformation regarding this matter and, as a result, there are a lot of people who are really confused about what is going on. After appealing to Dr. Wilkerson to follow the rules of the Republican Party of Texas and having him ignore and obstruct our efforts to get the party to work, he eventually issued another statement on July 13 making the claim that a 2/3 vote was required to adopt bylaws at the Organizational Meeting. He also asserted that he had and was exercising the authority to nullify the vote of the County Executive Committee. In his statement, he also announced that he was implementing bylaws of his choosing. We had assumed that Dr. Wilkerson knew better since his hand-picked Parliamentarian Jim Wiggins had already told him that only a majority vote was needed to adopt the new bylaws. So, since Dr. Wilkerson would not accept the ruling of his own Parliamentarian, we appealed to the Republican Party of Texas for final clarification.”
In response to the question whether the matter is now concluded about the validity of the Bylaws which the County GOP Executive Committee passed on June 26, Bouche added, “Republican Party Chairman James Dickey confirmed Wiggin’s – and Wilkerson’s – ruling during the June 26 meeting, and cited the pertinent sections of the RPT Rules and Robert’s Rules of Order to communicate to Dr. Wilkerson that the bylaws that were adopted properly on June 26, 2018, at the MCRP Organizational Meeting under the proper parliamentary authority. So, any reasonable person would conclude that the matter is now settled. We sent a letter to Dr. Wilkerson in hopes that he would cease and desist his divisive behavior and stop with the obstructionism now that the Republican Party of Texas has weighed in on this matter. In the next few days, will also be sending a statement to all of the Precinct Chairs so that they can fully understand what is going on. We continue to call for unity and we need to get busy, because there is a lot of work to do leading up to the November election.”
