Conroe, July 16 – On Saturday, July 13, 2019, at about 2:20 p.m., Montgomery County Precinct 2 Deputy Constable J. Torres of Precinct 2 Constable Gene De Forest’s Office observed a passenger car displaying expired temporary tags.
Upon confirming the expired registration through Montgomery County Sheriff’s Office dispatch, Deputy Torres stopped the suspect vehicle near West Phillips and Main Street. The driver was identified as LISA KAY HORROCKS, white femail, 49, of Willis. Upon checking her expired Texas Driver’s License, Deputy Torres discovered that the City of Conroe had issued two warrants for her arrest for Driving While License Invalid and Failure to Appear. HORROCKS was taken into custody on those charges and transported to the Montgomery County Jail.
During the booking process at the jail, HORROCKS was found to have 8.1 grams of methamphetamine concealed on her body. The Assistant District Attorney on duty accepted charges for possession of a controlled substance, 4g<200g, a second degree felony, on HORROCKS. She was also booked on the two Conroe warrants.
