Constable Hayden shows great national leadership, releases Neighborhood Watch Guide

Deputy Shannon Smith, Jennifer Nichols, and Constable Kenneth “Rowdy” Hayden.

New Caney, June 7 – Montgomery County Precinct 4 Constable Kenneth “Rowdy” Hayden gave citizens another glimpse into why he’s a national law enforcement superstar when he and Patrol Supervisor Sergeant Jim Slack released his Neighborhood Watch Guide! Residents within Precinct 4 and elsewhere have asked Hayden how they can start, fix, or polish their neighborhood watch.

Hayden’s Constable’s Office has worked hard to make an easy-to-use and very informative Neighborhood Watch Guide under Constable Hayden’s direction. The guide, available for free both in .pdf and PowerPoint versions is available at While Hayden’s Neighborhood Watch Guide has contacts within Precinct 4, citizens in other parts of Montgomery County could easily adapt the guide to their areas, although they may want to contact the Constable in their precinct to obtain appropriate contact information.

Montgomery County Constable Precinct 4’s area is approximately 232 square miles and is populated with over 95,000 people.

The Neighborhood Watch Guide is part of Constable Hayden’s community policing initiative which he began in 2016. Constable Hayden hopes the guide will assist residents in not only the newer neighborhoods, but also in rural areas of the precinct, to work together and form very effective neighborhood watches.
