Tuesday, August 6 – National Root Beer Float Day in the United States.

Tuesday, August 6, 6 p.m., Conroe ISD Administration Building, 3205 West Davis Street, Conroe – The Conroe Independent School District’s Board of Trustees will receive their instructions from the school district’s administration with respect to the tax increase the administration demands for Fiscal Year 2019-2020. The proposed budget will include a salary increase for the administration which will subtract from an intended salary increase for teachers and other employees under House Bill 3, the statute enacted during the 86th Texas Legislature. Chief Financial Officer Darren Rice will tell the Board to pass a tax rate of $1.235 per $100 valuation, which includes a 4.5 cent per $100 valuation tax rate increase in Debt Service and which will result in a higher effective rate than Fiscal Year 2018-2019. Therefore, with the school district’s proposed tax rate, Conroe ISD will wipe out all vestiges of property tax relief which the Texas Legislature had intended under Senate Bill 2, which Governor Greg Abbott signed into law. By manipulating the Debt Service portion of the tax rate, the school district has already raised the tax rate for the $683 million bond package the administration wants the Board to put before the voters on November 5, 2019.

As conservative activist Kelli Cook has said, “The Empire hikes back! Here’s what they’ve done:

  • “The voters defeated the $807 million bond package on May 4, 2019, which included a 3 cent Debt Service tax increase, and gigantic property tax valuation increases over the next ten years to increase our taxes by more than 60%;
  • “The State of Texas mandated property tax relief from school taxes during the Texas Legislature;
  • “Null nullified the tax break. Since the voters defeated the bond package, CISD in return is hiking the Debt Service tax rate by 4.5 cents in the upcoming Fiscal Year 2019-20 Budget;
  • CISD is putting in place a 4.5 cent TAX HIKE as punishment for voting ‘NO’ on the May 4 bond;
  • “CISD will then push forward the same bond package as previously, except they’ve moved $124 million of maintenance expenses to the regular budget, but the rest of the junk in the bond package is still there.”
