The Woodlands, March 15 – County Commissioner James Noack fired back this afternoon at County Treasurer Stephanne Davenport’s speech during Commissioners Court yesterday.
The circumstances arose after Davenport’s Treasurer Department submitted a group of employment “reorganization” documents that included a promotion and pay raise for Lindsey Doyal, County Judge Craig Doyal’s daughter, to the position of Assistant County Treasurer from her current position of Payroll Coordinator. The Human Resources Department, Shaw, and her staff raised nepotism concerns with Davenport during the last three months of 2016. On January 9, 2017, Davenport made several written accusations against Shaw in a letter she wrote to County Judge Craig Doyal. On February 13, 2017, Shaw fired back and explained her concerns about Davenport’s proposed “reorganization.”
In the last Commissioners Court meeting prior to the commencement of the Texas Open Meetings Act (“TOMA”) trial of County Judge Craig Doyal, Precinct 2 Commissioner Charlie Riley, and brilliant political consultant Marc Davenport, Doyal and his “chief of staff” jim fredricks placed the County Treasurer’s proposed “reorganization” on the agenda for the March 14 meeting. During the meeting County Treasurer Stephanne Davenport accused County Human Resources Director Dodi Shaw and her staff of “a huge lack of integrity there” reading from a written speech she had prepared. In her written remarks during Commissioners Court on Tuesday, Davenport stated that she was “ignored, berated, and belittled” by the Human Resources Department. Davenport further stated that she was “deceived by HR.”
The County Commissioners Court voted 3 to 1 to approve the “reorganization.” Only Precinct 4 County Commissioner Jim Clark, who has entered into a plea arrangement to receive a pretrial diversion in the TOMA trial in return for testifying on behalf of the State of Texas, the prosecution, against Doyal, Riley, and Marc Davenport, voted against Davenport’s reorganization.
Today, Commissioner Noack issued the following statement:
“Precinct 3 would like to thank Dodi Shaw and the entire staff in the Human Resources Department for their professionalism and dedication to serving Montgomery County. Commissioner Noack would like to thank Mrs. Shaw for handling herself and her department with grace and dignity. Despite being the target of politically motivated attacks and reprehensible public rants aimed at discrediting her and her staff, Mrs. Shaw chose the high road proving where the lack of dignity lies.”
Commissioner Noack also delivered a beautiful bouquet of pink, white, and purple flowers to the employees of the County Human Resources Department.
